Hooper Harris

Hooper Harris, the principal of HH Risk Control, LLC, has over fifty years experience in the aviation and energy industries, with a focus on safety risk management, regulatory compliance, accident/incident investigations, organizational culture, ethics and strategy. Hooper holds a variety of Federal Aviation Administration (FAA) qualifications as a pilot, including Airline Transport Pilot (ATP) privileges for airplane single and multiengine land and rotorcraft-helicopter, and Commercial Pilot privileges for airplane single and multiengine sea and glider. He holds seven type ratings at the ATP level (two turbojets, one turboprop and four helicopters) as well as ground instructor, flight instructor, and aircraft dispatcher certificates.

His career has included a decade of work as a corporate pilot, flight instructor and pilot examiner before embarking in a 25-year career in the FAA as an aviation safety inspector, air safety investigator and a branch and division manager. In his last four years at FAA, Hooper was the manager of the Accident Investigation Division. His most important achievements in FAA were centered on Helicopter Emergency Medical Services (HEMS) flight safety and Part 135 operational control.

In 2011, he joined BP as a lead investigator as part of the Safety & Operational Risk organization. In this role, he investigating oil, gas, wind and biofuels safety incidents worldwide. These investigations included personal and process safety incidents as well as cyber security events and business performance investigations. He was instrumental in developing and delivering training for over 300 investigators around the globe and was the Group Technical Authority for investigations when he retired in 2020.

Hooper holds an MBA from Tulane University, and has served as an adjunct lecturer in the business school. He is also a member of the Tulane Energy Institute Executive Advisory Board.

He is a qualified Offshore Petroleum Industry Training Organisation (OPITO) competency assessor, and holds a Diploma from the National Examining Board for Occupational Safety and Health (NEBOSH) in incident investigation. Hooper is a Fellow of the Royal Aeronautical Society, and a full member of the International Society of Air Safety Investigators, the Institute of Industrial Accident Investigators and the Royal Institute of Navigation.

As the President of HH Risk Control, LLC, Hooper leverages his global experience in safety consulting, investigation and training. He serves as an expert witness on FAA regulations, flight operations, operational control, and safety. He is also an instructor at the Southern California Safety Institute in Redondo Beach, CA, teaching courses in helicopter accident investigation and human factors.

He is married to Victoria Riecke. They are both avid sailors and together crew their Tayana 37 Pilothouse cutter, Amity. Hooper serves as the Commodore of the Corinthian Sailing Association of Lake Pontchartrain and is a member of the Board of Directors of the Maritime Museum of Louisiana.
